PPR and other PKWN parties did not want to permit general elections and that is why they used different means to obtain the society support. They took control of media, started the fight with underground and PSL. Moreover, they used terror. Stalin took over army, economy and foreign affairs. The communist system was based on terror and propaganda. Apart from PZPR there were also: ZSL and SD parties. In 1952 Seym enacted a constitution, in which elected representatives had a legislative authority and government had an executive authority. Poland got a new name - Polish People's Republic. These decisions were accepted by Stalin. The main centre of government was still in Political Bureau of KC PZPR. Since 1948 the amount of arrests increased. Secret agents, people from the Public Security arrested each suspected of keeping contact with the underground and taking part in fights after 1945. The society was frightened. The prisoners were tortured, sentenced to capital punishment. Lots of them did not have even lawsuits, they died in prisons and afterwards they were buried in collective graves so that nobody would know about it.

After Stalin's death, in Poland a national mourning was announced , Katowice changed its name into Stalinogrod and the Palace of Culture in Warsaw received the name of Jozef Stalin.
